Here is the error:

[MERANT][ODBC PROGRESS DRIVER] A Progress database server cannot handle a non-progress database connection. (2664)

Beyond the normal instance of Progress running on the server, do I need anything else running on the server side to get the ODBC driver working?

Hi,

Looks like you use Merant driver together with Progress OIB. You get this message when the -S parameter used to start oib is the same as the one used to start the database.
What OS do you have for the database server?
Look at KB17204 how to set up an ODBC connection in version 8 through oib.
