I'm not really an expert, but we recently upgraded to v2.9.4 and had the same problem.
Turns out, during the install I specified the wrong name of the security group allowed to edit the UI.
Thanks for the clarification. I suspected the problem was something on the QAD side, not the Microsoft .NET side.
