Is there anyway to assign a percent value to a routing operation?

Ex: If A operation only happens 15% of the time, then I only want 15% of the operation cost to be cost rolled.

Not quite clear, are you looking at OP cost hitting GL or Cost roll ups?

Cost roll up. If I enter an operation into a router and then cost roll that router it will assume 100% parts that are going to be made will require that operation. But my question is what do you do if only 15 % of the parts will need that operation?

Now 15% of what? Routing is used for labour/burden/OH cost only.
You can set these element cost as a % of material.
