did you try adding C:\PROGRESS\OpenEdge\gui\OpenEdge.BusinessLogic.pl to your propath? While you are at it I would add C:\PROGRESS\OpenEdge\gui\OpenEdge.Core.pl as well as C:\PROGRESS\OpenEdge\gui\NetLib\OpenEdge.Net.pl
