The problem is that the message is implying that user "yjiang" is running a "labor operation by part related report. This report locks certain cumulative work orders. When this "user closed his transaction not according the QAD rules the locking mechanism in qad_wkfl is not clean up properly.
In order to clean up this situation you must run program utremkde.p. I don't know which mfg/pro version your using, so type this program name in your menu.
There you can run the utility in report and in delete mode.
