Yes it is, you would probably want to use an ODBC driver to connect to it.

I did connect to our progress development environment using Merant ODBC, but now I can't, it displays the following error:

"Exceeding Permisible Number of Connections"

I have enough licences available, I can connect to the DB using Provision, my question is do we need another kind of licences to connect the DB using ODBC???
