Appbuilder Display: Editor vs. Runtime

How can I make sure that an Appbuilder window looks the same in the editor as when I run it? I suspect the editor isn't using the runtime .ini.

It does suggest that the runtime .ini is different from the AppBuilder .ini because I have found as long as they are the same what appears in the AppBuilder is the same when run.
