Is there a way to create folder without using smart objects?

Hi Jose,

If you mean a tab-folder then yes, you can use the Microsoft Tab-Strip OCX control. It should be available through AppBuilder by dropping an OCX control onto your frame and then selecting "Microsoft TabStrip Control 6.0 (SP6)"
