soap12WSAddressing10 ABL client issue

Hi,
I have a progress client that connects to WCF service which is configured for soap12WSAddressing10. I am facing issue with connectivity.
If I configure the WCF service for soap12 the communication is good and progress client can send request and receive response.
If I change the WCF service configuration to soap12WSAddressing10 then no connectivity and progress client gets error.
How can resolve this issue for progress client to use soapWSAddressing10? We are on 11.3 progress version.
