SOAP and 'encoding=ISO-8559-1'

Some SOAP web services use WSDL and return XML with 'encoding=ISO-8559-1'. This results in errors 11748 and 11773. Since most Web Services providers will not be willing to change this to UTF-8, could it be possible for OpenEdge to support ISO-8859-1 in some next release?
