READ-ONLY Message while using Data Dictionary

We just installed 4GL Development components on the computer to get some triggers written on the database and began getting a message 'Because of the version of PROGRESS you are using, the dictionary is in READ-ONLY mode'.

We use Progress 9.1D version.

Any clue?

To re-iterate ... what is the DB version? Not the Provision version ...


just checking to be sure you understand what I'm asking.
 
Are you sure your development licenses are correct?

If they are not, I think you can access limited data admin by connecting with the -rx option.
