question regarding extent build times

I realize that system load has some impact, but not to this degree.
Does the same on a dedicated system.

Here is another strange thing that I noticed ...... if I let the system build 6 extents, and then i terminate the process, delete the build extents and start the process again, the first 6 extents will each get created in 15 or 16 seconds.

I am not even sure if this is a UNIX thing or a Progress thing at this point.
Progress 83b HP-UX 11 with disk array.
