Prowin32 will not run on Windows server 2012

When trying to run prowin32.exe under Windows server 2012 I just receive error "This app can't run on your pc". I have tried to change compatibility mode to "Windows 7" but I still get the same error.
Does anyone have a solution how to fix this?

What Progress/OpenEdge version's prowin32.exe you are trying to run?

Did this ever work, or is it a new install?

If it's new, try re-downloading the media and reinstalling.

It is a new server and a new installation. I could always try reinstalling, but does anyone know if it is possible to run prowin32 on Windows 2012 server? Developer Studio seems to work fine

11.5 is certified on Server 2012 and 2012 R2.
