There are two set of options: Auditing and Security. Auditing options are enabled only if Auditing is enabled on the database. Security Options are enabled if you are a security admin and have appropriate permissions on the _Db-Option table. Go to Data Administration->Admin->Security->Edit Data Security, check the Show Hidden option and select _Db-option. There must be some difference between the Can-* permissions for the user for this database when compared to others.
