There weren't any tool tip bug fixes or functional changes in 11.3.x so it's likely that this is a configuration issue or a problem with the installation. You tried 11.3.2 and 11.3.3. Was this on the same machine or on different machines? Do you see the issue on every machine with 11.3.2 or only on one machine?
