If you goal is simply to get rid of OEE, why not just use the proserve command to startup your DB's and still use the conmgr.properties file. I've just emailed you some scripts we use to start and stop our DB's/Appservers on our Data Centre. We like the idea that we still have a central file that we can edit to modify startup params for our DB's and that we are no longer dependent on the adminserver.
