In your code, I changed "oUri = NEW URI('https', 'upsfreight.com')." to oUri = NEW URI('https', 'www.upsfreight.com'). and it worked, on 11.6, after installing all certificates. I am not sure why but it may relate to the lack of wildcard certs back in 11.6
