I've created a new PASOE instance using OE, and when I did that some of the configuration information in the new instance was different than what was in the default config created when I first installed PDS. Thinking there's something missing in the new instances, I added the RequestDumper reference to logging.xml - to no effect. My logging.properties is just like yours, except when I changed just the request dumper to use async instead of the regular file handler, I didn't get a log file at all.
