Corticon doesn't allow you to import more than 2 dimensions through the Excel import. This is by design. However, it is pretty easy to manipulate your Excel sheet by copy/paste - transposing (rotating) your rows/columns and then copy/paste the action values into Corticon (usually the way you define your "rule" data in Excel is a mirror of how it is done in Corticon). I do this all the time and it works very well. Good luck!
