Sauqad, I tried your steps for the database (unchecking autostart database first) and hosted the database on port 4256. Now when I try to launch on oepas1 I get the immediate error (the old error took a few minutes to appear) "Connection failed. Either the OpenEdge Explorer service is not running on localhost machine or the port number is wrong. Connection refused: connect" though I can assure you the port is correct in the configuration and the Test Connection for the project works fine. As for creating a new PAS server, the command line command worked (though I got a couple of "you have insufficient privledges" warnings but I seem to remember that being normal) but it's not appearing in my Server list in Developer Studio. Do you know how to remedy this? Thanks Valeriy, I'll look at the article when I have the chance.
