Make sure the relationship between Tenant (Customer) and ISV Partner (User) in master is many to many. Now relate the following way for these records Mary to customer 1, 4, 7 Bob to customer 2,12, 7 John to customer 3, 6 Now go to Setup -> Application Setup -> Objects and Select Customer Object (ID is 2) Go to Permissions Tab Now give Relationship permissions for View, Edit and Login. Do not give direct permissions to Customer object for ISV Partner
