I can't believe that Progress still doesn't support SOAP 1.2 on the server side (actually, I can). 1.2 has been the standard for many years now. I've just run into the same roadblock as the original poster. I guess I will beed to go outside of Progress's technology stack to deploy a SOAP 1.2 web service. Disappointing.
