Numeric Format Problem

I am using Progress V8.3d and I face a strange problem, both user and IT staff are using the same ini and pf file on the server, but one of our computer was showing the number in European format (i.e. 123.200,21) and all the other computer is using the American format. I does not specified the -E parameter, why will this happen?

Look for a file called "startup.pf" in your DLC directory... the Progress installation program sometimes will put the -E parameter in this file.
