Need to be able to license an application by user or to a specific number of users in a tenant

We want to be able to license applications by user so we can get paid using a subscription model per application rather than at the platform level only or by object. An alternative may be to allow us to inject code from a settings field into the sidebar and/or footer of the application that would be protected from the tenant admin for a locked or partially locked application. Inside this code we should restrict access to the application or record usage and get paid per user without risk of admin removal.
