Merant 3.50 32-bit Progress

I try connecting to progress 7.3e database with MERANT 3.50 32-BIT PROGRESS driver.I test it in win98 and win2000 enviroment.
But when I connect to the progress database with the driver,
it show me following message:
"[MERANT][ODBC PROGRESS driver]msgOpen:unable to open message fileROMSGS"
then failed.
I try to connect to the progress database again,it show me following message:
""[MERANT][ODBC PROGRESS driver]PROGRESS error returned with no associated message:RC=-1, SQLCODE=-1,SQLSTATE=""."
then failed.
Please tell me the reason why I failed to connect to do this and how to connect to progress DB with MERANT 3.50 32-BIT PROGRESS driver correctly.
