jvmstart.exe - Java starter not found

Hallo,
I'm trying to start the icfdb.db database for ICF (installed over Progress Developer's Briefcase 9.1Dx1 and Win2000 SP2 os).
I'm receiving an error message:
"Java Starter not found [my DLC path]/jvmstrat.exe not found"

I installed an hot fix for Java virtual machine, but still doesn't work (I couldn't find the missing file).

The command line for strating database:

call proserve d:\workarea\database\icfdb\icfdb –S icfdb

Any helpful ideea, please ??!!
