You need to buy it. Either directly from Progress, if you are a partner/developer or a direct customer, or from a partner as part of that partners application.

You might try visiting http://www.progress.com. I didn't find a listing there specifically for India but there is one for Asia in general which leads to:

That should get you started towards becoming a partner.
