User object by default has LDF permissions and this might be causing this behavior. If you're not using Location/Department/Function (LDF) Permissions, please disable the organization attribute. To disable the organization attribute: 1. Go to 'User' object definition. 2. Click Edit. 3. Uncheck the Organization attribute. 4. Click Save.
