This will apply only for the users within the current tenant space. If you are creating a new tenant/customer the first admin user will get default welcome mail. I think the ISV (who create and maintain tenants/ customer) need to customize templates and than publish the 'Progress Rollbase' Application so it will be used for the newly creating customers/tenants.
