It shouldn't have anything to do with EDC. In 5.5.1 when you deploy from Studio the Decision Service is compiled by Studio and the EDS is pushed to the Server. I would venture to guess the failure is somewhere in the compilation phase. From your other forum post I believe you're using SCOs. It may be that Studio can't find something required for these and can't compile. If you can attach the Studio log file we may be able to determine more.
