Right now, deleted record is going to Recycle bin in both ways. Note from Documentation: Deleted records will be permanently purged after 30 days. Prior to this you can restore deleted records from the Recycle Bin, however, some information such as uploaded files cannot be restored. Could you let us know what is your requirement?
