Partitioning can help IF 1) you are lucky enough to be dealing with a local index and not a global index 2) you know which partition is the issue 3) that index partition ends up being small enough to allow you to suffer through the utilities Otherwise you are right back to waiting on the utilities to run at their slow pace.
