Error with component Mscomm32.ocx

Good morning everyone in the group.
I have the following problem, I have a development for integration with Scales (catch weight)
but when instantiating the component Mscomm32 onscreen progress.
Of the error: "The license file for the specified AcitveX control was not found."
I did the following:
1) I was in DOS and ran the command: regsvr32 Mscomm32.ocx (the return was that successful registration).
But when trying to instantiate again the error still persists.



Operating System: windows 7 professional
Version of progress: 10.2b.
What's left to do?

Most of the MS .ocx provide but a "runtime" license.
You need a "development" license, which generally comes with Visual Basic installations.

Or you can try to find and install the "vb5ccein.exe" (Visual Basic 5 Control Creation Edition). It's free and provides development licenses for several (old) MS controls, and I'm quite sure that "mscomm32.ocx" is part of it.

Good day.
I downloaded the program installed rebooted the machine and still the problem persists
I'm trying to Vb6Cli, but I need to install visual basic.

Thanks for the tip as well have information that I had not before
on leave.
