Error reinstall Progress v8.3

I'm reinstall PC with windows xp sp2 and progress v8.3.

After copy DLC and DATA directory over C:\DLC and C:\DATA but this is error:

In your c:\system32\drivers\etc is a file called SERVICES. You'll need to make sure your server is in that list with the relevant port.

E.g.

moo_new 5319/tcp
