9.1D is ancient, obsolete and unsupported. It has been that way since windows 95 was new and fresh. The right thing to do is to upgrade to OpenEdge 10.2B -- which is a year old now. OpenEdge 11 will be out soon.
So don't get your hopes up about 9.1D working well with Windows 7.
As for your specific question... maybe. Have you tried it? Did you get an error?
Never tried but it might very well work, not sure if the driver is a 2.0 one but even then ms$ said that the 3.0, 3.5 versions are all backward compatible and the ODBC manager (MDAC) haven't change dramatically over time either... http://support.microsoft.com/kb/231943/EN-US
Now, if you were at least in 9.1E you should had decent performance but the 9.1D driver is not to be used on anything more than sandbox/playground to prove yourself it's working... if you need some data out of the database then you can use it, if you want to build some real-life application using that driver you better listen to Tom and look for an update if possible.
