Can not start up a database with parameter "-S"

Hi everybody,

I installed progress 8.3e on my laptop, operating system is windows xp ion my laptop,
and then create an empty database with code page GB2312, then I try to start it with $\bin\_mprosrv with a parameter -S.
It shows following message:
this server is licenced for local logins only.
the -s parameter was ignored.

Can you help me to find why ?
Maybe I just missed install some licence ?

It seems to me that you installed progress with the wrong licence.
