9.1D error '-cpinternal (1403'

I am installing 9.1D on XP Pro and are getting the following error when starting Progress:

You have not supplied a parameter for argument -cpinternal. (1403)

Does anyone have an idea where I should look to resolve this problem?

If you are just trying to start a Progress client look at startup.pf in the installation directory
