I'm sorry, but I think you're wrong.
Always to change the password to another user, administrator had to recreate his record in _user table.
Just in case, I checked it again in OpenEdge 10.1B and OpenEdge 10.2B - message is the same.

Currently there are no developer license, but you can use the Progress Arcade (Showroom) to create a virtual machine in the Cloud with necessary for you version of OpenEdge. It's not very comfortable, but it's better than nothing ;-)
