The clue is in the properties file [sch1] webApps=ROOT The ABL application only has the ROOT webapp deployed - you can see that in the filesystem too (I would expect that the webapps/ directory only has ROOT.war and ROOT/ directory in additoin to oemanager and manager). That property snippet tells me that the "sch1" webapp was not deployed to the instance and so any request you make with /sch1/rest will fail with a 403 . CtqSrvc is an ABL service (which is contained in w webapp - the ROOT webapp from your log snippet 18:28:27.742/8610 [localhost-startStop-1] WARN c.p.appserv.adapters.rest.Management - Property file C:\home\sch1\webapps\ ROOT /WEB-INF/adapters/rest/CtqSrvc/runtime.props not found - Using default propertie The sch1 name in the properties file is the name of the ABL application and is not visible from the URL.
