Webspeed and UTF-8

I am receiving data from a vendor in XML format that I load to a progress database and later display on a webpage. The vendor has UTF-8 characters in the XML document and when I publish these to the webpage I am getting different results based on different web browsers. On IE and Chrome the UTF characters display correctly, but in FireFox they come out as small boxes as show the on the line below. I am using Webspeed 9.1B. How can I get the webpages to display the data correctly regardless of the browser?

be sure you specify the encoding info when setting the content type... output-content-type('text/html; charset=utf8')
