version 7.3b and below

I installed PROVISION SA version 7.3b to run on windows98 and whenever I click on Character Client Icon, "cannot find DLOADER.DLL file" error occurs. How can I make the Character Client run on windows98? I would be very thankful if anybody can help me. Thanks.
