Support adding database triggers (schema change) on-line

Customers demand very very high up-time and one thing we still cannot do is add a database table trigger on-line. We can add new tables and fields on-line which is excellent. We can also add Indexes on-line (not that easy but at least it can be done). What we can't do is add a schema trigger on-line.
