Can anyone assist me in obtaining version 5.8 and the supporting procedures for smtpmail.p?
As the free framework site no longer exists.

I suppose you received a copy from someone.
If not, let me know.
Alternatively, if you're on OE10, have a look at www.amduus.com.
Scott has an OO version for download there. Haven't tried it myself but should work similar.
