Enhance the Service Pack and HotFix Release Notes. It should include a kind of “related OpenEdge product and features” list. For example: “This Service Pack addresses issues of OpenEdge Enterprise RDBMS, Auditing, Progress Developer Studio.” It allows the AP to limit the targets for deployment of this Service Pack. E. g.: If “Client Networking” is not listed, then you are positive, that you do not have to apply this SP to Client installations.
