Verify the URL is correct that OEM is displaying. Then, if you have ever made changes to the URL, restart the adminserver. There is a bug where the adminserver caches the URL, and changing it in the ubroker.properties file, or from OEM does not pick up the new value until a restart. ADAS-3574
