Hmmm... I would have thought you'd get a different error for this case. You could install .NET 4.0 or 4.5 on the machine and configure the app to use it. See here: msdn.microsoft.com/.../ff602939(v=vs.110).aspx Also, always make sure that the .dll isn't blocked (Check file Properties and look for "Unblock" button).
