It does seem that someone has gone to a lot of trouble to make it difficult for me.. 
The control directory is a network share, yes - I imagine that can't help! I found this but I don't have permissions to try it so have put a request in with the network teams. docs.microsoft.com/.../running-intranet-applications-in-full-trust Think that could work?
