The on/off question is easy: Spring is always on in PASOE for oe webapps. It's configured to allow anonymous access by default. The page at docs.progress.com/.../Secure-a-PAS-for-OpenEdge-Instance.html may be a good starting point, and I'd look at docs.progress.com/.../Enable-ABL-application-authentication.html next.
