The AdminServer plugin for PAS handles both local and remote PAS instances. For remote PAS instances only HTTP calls are made to the oemanager web application, so the bitness doesn't matter. The PAS plugin still goes through all the initialization steps. You cannot create a local instances on a 32bit install, but you can certainly connect to a remote PAS instances.
