I think it's based on the fact that OE 12 is here now. IE. Progress can't support every past version of their software. It is challenging to simultaneously support two versions. Progress will have to take support calls from everyone on OE 12 and a OE 11.7 , despite the fact that the underlying software looks and works quite differently.
